8 Short, Hugh Oswald
SUBJECT AREA: Aerospace[br]b. 16 January 1883 Derbyshire, Englandd. 4 December 1969 Haslemere, England[br]English co-founder, with his brothers Horace Short (1872–1917) and Eustace (1875–1932), of the first company to design and build aeroplanes in Britain.[br]Oswald Short trained as an engineer; he was largely self-taught but was assisted by his brothers Eustace and Horace. In 1898 Eustace and the young Oswald set up a balloon business, building their first balloon in 1901. Two years later they sold observation balloons to the Government of India, and further orders followed. Meanwhile, in 1906 Horace designed a high-altitude balloon with a spherical pressurized gondola, an idea later used by Auguste Piccard, in 1931. Horace, a strange genius with a dominating character, joined his younger brothers in 1908 to found Short Brothers. Their first design, based on the Wright Flyer, was a limited success, but No. 2 won a Daily Mail prize of £1,000. In the same year, 1909, the Wright brothers chose Shorts to build six of their new Model A biplanes. Still using the basic Wright layout, Horace designed the world's first twin-engined aeroplane to fly successfully: it had one engine forward of the pilot, and one aft. During the years before the First World War the Shorts turned to tractor biplanes and specialized in floatplanes for the Admiralty.Oswald established a seaplane factory at Rochester, Kent, during 1913–14, and an airship works at Cardington, Bedfordshire, in 1916. Short Brothers went on to build the rigid airship R 32, which was completed in 1919. Unfortunately, Horace died in 1917, which threw a greater responsibility onto Oswald, who became the main innovator. He introduced the use of aluminium alloys combined with a smooth "stressed-skin" construction (unlike Junkers, who used corrugated skins). His sleek biplane the Silver Streak flew in 1920, well ahead of its time, but official support was not forthcoming. Oswald Short struggled on, trying to introduce his all-metal construction, especially for flying boats. He eventually succeeded with the biplane Singapore, of 1926, which had an all-metal hull. The prototype was used by Sir Alan Cobham for his flight round Africa. Several successful all-metal flying boats followed, including the Empire flying boats (1936) and the ubiquitous Sunderland (1937). The Stirling bomber (1939) was derived from the Sunderland. The company was nationalized in 1942 and Oswald Short retired the following year.[br]Principal Honours and DistinctionsHonorary Fellow of the Royal Aeronautical Society. SUBJECT AREA: Aerospace[br]b. 3 February 1859 Rheydt, Germanyd. 3 February 1935 Munich, Germany[br]German aircraft designer, pioneer of all-metal aircraft, including the world's first real airliner.[br]Hugo Junkers trained as an engineer and in 1895 founded the Junkers Company, which manufactured metal products including gas-powered hot-water heaters. He was also Professor of Thermodynamics at the high school in Aachen. The visits to Europe by the Wright brothers in 1908 and 1909 aroused his interest in flight, and in 1910 he was granted a patent for a flying wing, i.e. no fuselage and a thick wing which did not require external bracing wires. Using his sheet-metal experience he built the more conventional Junkers J 1 entirely of iron and steel. It made its first flight in December 1915 but was rather heavy and slow, so Junkers turned to the newly available aluminium alloys and built the J 4 bi-plane, which entered service in 1917. To stiffen the thin aluminium-alloy skins, Junkers used corrugations running fore and aft, a feature of his aircraft for the next twenty years. Incidentally, in 1917 the German authorities persuaded Junkers and Fokker to merge, but the Junkers-Fokker Company was short-lived.After the First World War Junkers very rapidly converted to commercial aviation, and in 1919 he produced a single-engined low-wing monoplane capable of carrying four passengers in an enclosed cabin. The robust all-metal F 13 is generally accepted as being the world's first airliner and over three hundred were built and used worldwide: some were still in service eighteen years later. A series of low-wing transport aircraft followed, of which the best known is the Ju 52. The original version had a single engine and first flew in 1930; a three-engined version flew in 1932 and was known as the Ju 52/3m. This was used by many airlines and served with the Luftwaffe throughout the Second World War, with almost five thousand being built.Junkers was always ready to try new ideas, such as a flap set aft of the trailing edge of the wing that became known as the "Junkers flap". In 1923 he founded a company to design and manufacture stationary diesel engines and aircraft petrol engines. Work commenced on a diesel aero-engine: this flew in 1929 and a successful range of engines followed later. Probably the most spectacular of Junkers's designs was his G 38 airliner of 1929. This was the world's largest land-plane at the time, with a wing span of 44 m (144 ft). The wing was so thick that some of the thirty-four passengers could sit in the wing and look out through windows in the leading edge. SUBJECT AREA: Civil engineering[br]b. 12 July 1806 Muhlhausen, Prussiad. 22 July 1869 Brooklyn, New York, USA[br]German/American bridge engineer and builder.[br]The son of Polycarp Roebling, a tobacconist, he studied mathematics at Dr Unger's Pedagogium in Erfurt and went on to the Royal Polytechnic Institute in Berlin, from which he graduated in 1826 with honours in civil engineering. He spent the next three years working for the Prussian government on the construction of roads and bridges. With his brother and a group of friends, he emigrated to the United States, sailing from Bremen on 23 May 1831 and docking in Philadelphia eleven weeks later. They bought 7,000 acres (2,800 hectares) in Butler County, western Pennsylvania, and established a village, at first called Germania but later known as Saxonburg. Roebling gave up trying to establish himself as a farmer and found work for the state of Pennsylvania as Assistant Engineer on the Beaver River canal and others, then surveying a railroad route across the Allegheny Mountains. During his canal work, he noted the failings of the hemp ropes that were in use at that time, and recalled having read of wire ropes in a German journal; he built a rope-walk at his Saxonburg farm, bought a supply of iron wire and trained local labour in the method of wire twisting.At this time, many canals crossed rivers by means of aqueducts. In 1844, the Pennsylvania Canal aqueduct across the Allegheny River was due to be renewed, having become unsafe. Roebling made proposals which were accepted by the canal company: seven wooden spans of 162 ft (49 m) each were supported on either side by a 7 in. (18 cm) diameter cable, Roebling himself having to devise all the machinery required for the erection. He subsequently built four more suspension aqueducts, one of which was converted to a toll bridge and was still in use a century later.In 1849 he moved to Trenton, New Jersey, where he set up a new wire rope plant. In 1851 he started the construction (completed in 1855) of an 821 ft (250 m) long suspension railroad bridge across the Niagara River, 245 ft (75 m) above the rapids; each cable consisted of 3,640 wrought iron wires. A lower deck carried road traffic. He also constructed a bridge across the Ohio River between Cincinnati and Covington, a task which was much protracted due to the Civil War; this bridge was finally completed in 1866.Roebling's crowning achievement was to have been the design and construction of the bridge over the Hudson River between Brooklyn and Staten Island, New York, but he did not live to see its completion. It had a span of 1,595 ft (486 m), designed to bear a load of 18,700 tons (19,000 tonnes) with a headroom of 135 ft (41 m). The work of building had barely started when, at the Brooklyn wharf, a boat crushed Roebling's foot against the timbering and he died of tetanus three weeks later. — lifts which permanently serve specific levels of buildings and constructions, having a car moving between guides which are rigid and inclined at an angle of more than 15 degrees to the horizontal and designed for the transport of:
(i) persons;
(ii) persons and goods;

4. Where, for machinery or safety components, the risks referred to in this Directive are wholly or partly covered by specific Community Directives, this Directive shall not apply, or shall cease to apply, in the case of such machinery or safety components and of such risks on the implementation of these specific Directives.

5. Where, for machinery, the risks are mainly of electrical origin, such machinery shall be covered exclusively by Directive 73/23/EEC (2).

1. Member States shall take all appropriate measures to ensure that machinery or safety components covered by this Directive may be placed on the market and put into service only if they do not endanger the health or safety of persons and, where appropriate, domestic animals or property, when properly installed and maintained and used for their intended purpose.Статья 2

This Directive shall not affect Member States’ entitlement to lay down, in due observance of the Treaty, such requirements as they may deem necessary to ensure that persons and in particular workers are protected when using the machinery or safety components in question, provided that this does not mean that the machinery or safety components are modified in a way not specified in the Directive.

3. At trade fairs, exhibitions, demonstrations, etc., Member States shall not prevent the showing of machinery or safety components which do not conform to the provisions of this Directive, provided that a visible sign clearly indicates that such machinery or safety components do not conform and that they are not for sale until they have been brought into conformity by the manufacturer or his authorised representative established in the Community. During demonstrations, adequate safety measures shall be taken to ensure the protection of persons.
3. На торговых ярмарках, выставках, демонстрациях и т.п. Государства - члены не должны препятствовать демонстрации машинного оборудования или компонентов безопасности, которые не соответствуют положениям настоящей Директивы, при условии, что видимый знак четко указывает, что такое машинное оборудование или компоненты безопасности не соответствуют данной Директиве, и что они не предназначаются для продажи до тех пор, пока изготовитель или его уполномоченный представитель в Сообществе не приведет их в полное соответствие с Директивой. Во время демонстраций должны приниматься адекватные меры для обеспечения безопасности граждан.
Article 3
Machinery and safety components covered by this Directive shall satisfy the essential health and safety requirements set out in Annex I.Статья 3

1. Member States shall not prohibit, restrict or impede the placing on the market and putting into service in their territory of machinery and safety components which comply with this Directive.Статья 4
1. Государства - члены не должны запрещать, ограничивать или препятствовать поставке на рынок машинного оборудования, а также компонентов безопасности, которые соответствуют
требованиям настоящей Директивы.2. Member States shall not prohibit, restrict or impede the placing on the market of machinery where the manufacturer or his authorised representative established in the Community declares in accordance with point B of Annex II that it is intended to be incorporated into machinery or assembled with other machinery to constitute machinery covered by this Directive, except where it can function independently.
‘Interchangeable equipment’, as referred to in the third indent of Article 1(2)(a), must in all cases bear the CE marking and be accompanied by the EC declaration of conformity referred to in Annex II, point A.2. Member States may not prohibit, restrict or impede the placing on the market of safety components as defined in Article 1(2) where they are accompanied by an EC declaration of conformity by the manufacturer or his authorised representative established in the Community as referred to in Annex II, point C.

Article 5
1. Member States shall regard the following as conforming to all the provisions of this Directive, including the procedures for checking the conformity provided for in Chapter II:
— machinery bearing the CE marking and accompanied by the EC declaration of conformity referred to in Annex II, point A,
— safety components accompanied by the EC declaration of conformity referred to in Annex II, point C.Статья 5

- компоненты безопасности, сопровождаемые декларацией соответствия ЕС, как указано в Приложении II, пункте C.

Where a national standard transposing a harmonised standard, the reference for which has been published in the Official Journal of the European Communities, covers one or more of the essential safety requirements, machinery or safety components constructed in accordance with this standard shall be presumed to comply with the relevant essential requirements.
Member States shall publish the references of national standards transposing harmonised standards.2. В тех случаях, когда национальный стандарт, заменяющий гармонизированный стандарт, ссылка на который была опубликована в Официальном журнале Европейских сообществ, покрывает одно или несколько основных требований безопасности, машинное оборудование или компоненты безопасности, сконструированные в соответствии с таким стандартом, должны считаться соответствующими основным требованиям.

Member States shall ensure that appropriate measures are taken to enable the social partners to have an influence at national level on the process of preparing and monitoring the harmonised standards.

Article 6
1. Where a Member State or the Commission considers that the harmonised standards referred to in Article 5(2) do not entirely satisfy the essential requirements referred to in Article 3, the Commission or the Member State concerned shall bring the matter before the committee set up under Directive 83/189/EEC, giving the reasons therefor. The committee shall deliver an opinion without delay.
Upon receipt of the committee’s opinion, the Commission shall inform the Member States whether or not it is necessary to withdraw those standards from the published information referred to in Article 5(2).Статья 6

В случае, если Государство - член или Комиссия считают, что гармонизированные стандарты, рассмотренные в Статье 5 (2), не полностью соответствуют основным требованиям, определенным в Статье 3, Комиссия или заинтересованное Государство - член должны поставить этот вопрос на рассмотрение комитета, созданного в соответствии с Директивой 83/189/ЕЭС, обосновав причины такого обращения. Комитет должен безотлагательно вынести решение.
После получения такого решения комитета Комиссия должна информировать Государства – члены, необходимо или нет отозвать эти стандарты из опубликованной информации, определенной в Статье 5 (2).2. A standing committee shall be set up, consisting of representatives appointed by the Member States and chaired by a representative of the Commission.
The standing committee shall draw up its own rules of procedure.
Any matter relating to the implementation and practical application of this Directive may be brought before the standing committee, in accordance with the following procedure:
The representative of the Commission shall submit to the committee a draft of the measures to be taken. The committee shall deliver its opinion on the draft, within a time limit which the chairman may lay down according to the urgency of the matter, if necessary by taking a vote.
The opinion shall be recorded in the minutes; in addition, each Member State shall have the right to ask to have its position recorded in the minutes.
The Commission shall take the utmost account of the opinion delivered by the committee.
It shall inform the committee of the manner in which its opinion has been taken into account.2. Должен быть создан постоянно действующий комитет, состоящий из представителей, назначенных Государствами – членами, и возглавляемый представителем Комиссии.
Постоянно действующий комитет будет сам устанавливать порядок действий и процедуры.
Любой вопрос, относящийся к выполнению и практическому применению настоящей Директивы, может быть поставлен на рассмотрение постоянно действующего комитета, в соответствии со следующими правилами:
Представитель Комиссии должен представить комитету проект предполагаемых к принятию мер. Комитет должен выразить свое мнение по проекту за время, установленное председателем в соответствии со срочностью вопроса, при необходимости определяемого путем голосования.
Это мнение должно быть зафиксировано в протоколе; кроме того, каждое Государство - член имеет право потребовать отразить свою позицию в протоколе. Комиссия должна максимально учитывать мнение, вынесенное комитетом.
Она должна проинформировать комитет, каким образом было учтено его мнение.Article 7
1. Where a Member State ascertains that:
— machinery bearing the CE marking, or
— safety components accompanied by the EC declaration of conformity, used in accordance with their intended purpose are liable to endanger the safety of persons, and, where appropriate, domestic animals or property, it shall take all appropriate measures to withdraw such machinery or safety components from the market, to prohibit the placing on the market, putting into service or use thereof, or to restrict free movement thereof.
Member States shall immediately inform the Commission of any such measure, indicating the reason for its decision and, in particular, whether non-conformity is due to:
(a) failure to satisfy the essential requirements referred to in Article 3;
(b) incorrect application of the standards referred to in Article 5(2);
(c) shortcomings in the standards themselves referred to in Article 5(2).Статья 7
1. Если Государство - член устанавливает, что:
- машинное оборудование, имеющее маркировку "СЕ", либо
- компоненты безопасности, сопровождаемые декларацией соответствия ЕС, используемые в соответствии с их назначением, могут нести угрозу безопасности людям, и, если это имеет место, домашним животным или собственности, оно должно принять все необходимые меры для изъятия такого машинного оборудования, либо компонентов безопасности с рынка, запретить их поставку на рынок, ввод в эксплуатацию или использование, либо ограничить их свободное обращение.
Государства - члены должны немедленно информировать Комиссию о любых подобных мерах, указать причины такого решения и, в особенности, информировать о том, явилось ли это несоответствие результатом:
a) неспособности удовлетворить основным требованиям, определенным в Статье 3;
b) неправильного применения стандартов, определенных в Статье 5 (п.2);
c) недостатков самих стандартов, определенных в Статье 5 (п. 2).2. The Commission shall enter into consultation with the parties concerned without delay. Where the Commission considers, after this consultation, that the measure is justified, it shall immediately so inform the Member State which took the initiative and the other Member States. Where the Commission considers, after this consultation, that the action is unjustified, it shall immediately so inform the Member State which took the initiative and the manufacturer or his authorised representative established within the Community.
Where the decision referred to in paragraph 1 is based on a shortcoming in the standards, and where the Member State at the origin of the decision maintains its position, the Commission shall immediately inform the committee in order to initiate the procedures referred to in Article 6(1).2. — machinery which does not comply bears the CE marking,
— a safety component which does not comply is accompanied by an EC declaration of conformity,
the competent Member State shall take appropriate action against whom so ever has affixed the marking or drawn up the declaration and shall so inform the Commission and other Member States.3. Если:
- машинное оборудование, не соответствующие требованиям, имеют маркировку "СЕ",
- компоненты безопасности, не соответствующие требованиям, имеют декларацию соответствия ЕС,
компетентное Государство - член должно начать соответствующие действия против любого, кто поставил маркировку, или составил декларацию, и должно проинформировать об этом Комиссию и другие Государства - члены.4. The Commission shall ensure that Member States are kept informed of the progress and outcome of this procedure.
4. Комиссия должна обеспечить, чтобы Государства – члены были постоянно информированы о ходе и результатах данной процедуры.
CHAPTER II
CONFORMITY ASSESSMENT PROCEDURES
Article 8
1. The manufacturer or his authorised representative established in the Community must, in order to certify that machinery and safety components are in conformity with this Directive, draw up for all machinery or safety components manufactured an EC declaration of conformity based on the model given in Annex II, point A or C as appropriate.
In addition, for machinery alone, the manufacturer or his authorised representatives established in the Community must affix to the machine the CE marking.Глава II

1. Корме того, на машинное оборудование изготовитель или его уполномоченный представитель в Сообществе должен нанести маркировку "СЕ" в соответствии со Статьей 10.2. Before placing on the market, the manufacturer, or his authorised representative established in the Community, shall:
(a) if the machinery is not referred to in Annex IV, draw up the file provided for in Annex V;
(b) if the machinery is referred to in Annex IV and its manufacturer does not comply, or only partly complies, with the standards referred to in Article 5(2) or if there are no such standards, submit an example of the machinery for the EC type-examination referred to in Annex VI;
(c) if the machinery is referred to in Annex IV and is manufactured in accordance with the standards referred to in Article 5(2):
— either draw up the file referred to in Annex VI and forward it to a notified body, which will acknowledge receipt of the file as soon as possible and keep it,
— submit the file referred to in Annex VI to the notified body, which will simply verify that the standards referred to in Article 5(2) have been correctly applied and will draw up a certificate of adequacy for the file,
— or submit the example of the machinery for the EC type-examination referred to in Annex VI.2. Перед поставкой на рынок изготовитель или его уполномоченный представитель в Сообществе должен:

(c) если машинное оборудование указано в Приложении IV и изготовлено в соответствии со стандартами, определенными в Статье 5 (п. 2):
- либо составить документацию, указанную в Приложении VI, и передать ее нотифицированному органу, который подтверждает получение документации в возможно короткие сроки, а также сохраняет ее;
- представить документацию, указанную в Приложении VI, нотифицированному органу, который просто проверит, что стандарты, упомянутые в Статье 5 (2), были применены правильно и составит сертификат соответствия по этой документации;
- либо представить образец машинного оборудования для испытания ЕС типового образца, определенного в Приложении VI.3. Where the first indent of paragraph 2(c) of this Article applies, the provisions of the first sentence of paragraphs 5 and 7 of Annex VI shall also apply.
Where the second indent of paragraph 2(c) of this Article applies, the provisions of paragraphs 5, 6 and 7 of Annex VI shall also apply.3. Where paragraph 2(a) and the first and second indents of paragraph 2(c) apply, the EC declaration of conformity shall solely state conformity with the essential requirements of the Directive.
Where paragraph 2(b) and the third indent of paragraph 2(c) apply, the EC declaration of conformity shall state conformity with the example that underwent EC type-examination.4. Safety components shall be subject to the certification procedures applicable to machinery pursuant to paragraphs 2, 3 and 4. Furthermore, during EC type-examination, the notified body shall verify the suitability of the safety component for fulfilling the safety functions declared by the manufacturer.

6. (a) Where the machinery is subject to other Directives concerning other aspects and which also provide for the affixing of the CE marking, the latter shall indicate that the machinery is also presumed to conform to the provisions of those other Directives.
(b) However, where one or more of those Directives allow the manufacturer, during a transitional period, to choose which arrangements to apply, the CE marking shall indicate conformity only to the Directives applied by the manufacturer. In this case, particulars of the Directives applied, as published in the Official Journal of the European Communities, must be given in the documents, notices or instructions required by the directives and accompanying such machinery.6. Where neither the manufacturer nor his authorised representative established in the Community fulfils the obligations of paragraphs 1 to 6, these obligations shall fall to any person placing the machinery or safety component on the market in the Community. The same obligations shall apply to any person assembling machinery or parts thereof or safety components of various origins or constructing machinery or safety components for his own use.
7. Если ни изготовитель, ни его уполномоченный представитель в Сообществе не выполнят своих обязательств по предыдущим параграфам, то эти обязательства должны быть выполнены любыми лицами, поставляющими машинное оборудование или компоненты безопасности на рынок Сообщества. Такие же обязательства возлагаются на любые лица, осуществляющие сборку машинного оборудования, либо его частей или компонентов безопасности различного происхождения, либо создающие машинное оборудование или компоненты безопасности для собственного пользования.
8. The obligations referred to in paragraph 7 shall not apply to persons who assemble with a machine or tractor interchangeable equipment as provided for in Article 1, provided that the parts are compatible and each of the constituent parts of the assembled machine bears the CE marking and is accompanied by the EC declaration of conformity.

Article 9
1. Member States shall notify the Commission and the other Member States of the approved bodies which they have appointed to carry out the procedures referred to in Article 8 together with the specific tasks which these bodies have been appointed to carry out and the identification numbers assigned to them beforehand by the Commission.
The Commission shall publish in the Official Journal of the European Communities a list of the notified bodies and their identification numbers and the tasks for which they have been notified. The Commission shall ensure that this list is kept up to date.Статья 9

2. Member States shall apply the criteria laid down in Annex VII in assessing the bodies to be indicated in such notification. Bodies meeting the assessment criteria laid down in the relevant harmonised standards shall be presumed to fulfil those criteria.

3. A Member State which has approved a body must withdraw its notification if it finds that the body no longer meets the criteria referred to in Annex VII. It shall immediately inform the Commission and the other Member States accordingly.

CE MARKING
Article 10
1. The CE conformity marking shall consist of the initials ‘CE’. The form of the marking to be used is shown in Annex III.ГЛАВА III

3. The affixing of markings on the machinery which are likely to deceive third parties as to the meaning and form of the CE marking shall be prohibited. Any other marking may be affixed to the machinery provided that the visibility and legibility of the CE marking is not thereby reduced.

4. Without prejudice to Article 7:
(a) where a Member State establishes that the CE marking has been affixed unduly, the manufacturer or his authorised representative established within the Community shall be obliged to make the product conform as regards the provisions concerning the CE marking and to end the infringement under the conditions imposed by the Member State;
(b) where non-conformity continues, the Member State must take all appropriate measures to restrict or prohibit the placing on the market of the product in question or to ensure that it is withdrawn from the market in accordance with the procedure laid down in Article 7.4. Article 11
Any decision taken pursuant to this Directive which restricts the placing on the market and putting into service of machinery or a safety component shall state the exact grounds on which it is based. Such a decision shall be notified as soon as possible to the party concerned, who shall at the same time be informed of the legal remedies available to him under the laws in force in the Member State concerned and of the time limits to which such remedies are subject.ГЛАВА IV

SUBJECT AREA: Metallurgy[br]b. 8 September 1820 Barbadosd. 20 February 1912 Falmouth, Cornwall, England[br]English iron and steel manufacturer, inventor of the reversing rolling mill.[br]Alleyne was the heir to a baronetcy created in 1769, which he succeeded to on the death of his father in 1870. He was educated at Harrow and at Bonn University, and from 1843 to 1851 he was Warden at Dulwich College, to the founder of which the family claimed to be related.Alleyne's business career began with a short spell in the sugar industry at Barbados, but he returned to England to enter Butterley Iron Works Company, where he remained for many years. He was at first concerned with the production of rolled-iron girders for floors, especially for fireproof flooring, and deck beams for iron ships. The demand for large sections exceeded the capacity of the small mills then in use at Butterley, so Alleyne introduced the welding of T-sections to form the required H-sections.In 1861 Alleyne patented a mechanical traverser for moving ingots in front of and behind a rolling mill, enabling one person to manipulate large pieces. In 1870 he introduced his major innovation, the two-high reversing mill, which enabled the metal to be passed back and forth between the rolls until it assumed the required size and shape. The mill had two steam engines, which supplied the motion in opposite directions. These two inventions produced considerable economies in time and effort in handling the metal and enabled much heavier pieces to be processed.During Alleyne's regime, the Butterley Company secured some notable contracts, such as the roof of St Paneras Station, London, in 1868, with the then-unparalleled span of 240 ft (73 m). The manufacture and erection of this awe-inspiring structure was a tribute to Alleyne's abilities. In 1872 he masterminded the design and construction of the large railway bridge over the Old Maas at Dordrecht, Holland. Alleyne also devised a method of determining small quantities of phosphorus in iron and steel by means of the spectroscope. [br]b. 7 February 1894 Paris, Franced. 25 November 1984 Paris, France[br]French civil engineer.[br]Aubert was educated at the Lycée Louis-leGrand in Paris, and entered the Ecole Polytechnique in 1913. His studies were interrupted by the First World War, when he served as an artillery officer, being wounded twice and awarded the Croix de Guerre in 1916. He returned to the Ecole Polytechnique in 1919, and from 1920 to 1922 he attended the Ecole Nationale des Ponts et Chaussées; he graduated as Bachelor of Law from the University of Paris.In 1922 he began his long career, devoted principally to river and canal works. He was engineer in charge of the navigation works in Paris until 1932; he was then appointed Professor in the Chair of Internal Navigation at the Ecole des Ponts et Chaussées, a post he held until his retirement in 1961. From 1933 to 1945 he was general manager and later chairman of the Compagnie Nationale du Rhône; from 1945 to 1953, chairman of the electricity board of the Société Nationale des Chemins de Fer français; and from 1949 to 1967, chairman of the Rhine Navigation Company. Following his retirement, he was chairman of the Société des Constructions des Batignolles, and from 1966 consulting engineer and honorary chairman of SPIE Batignolles; he was also chairman of several other companies.In 1919 he published La Probabilité dans les tires de guerre, for which he was awarded the Pierson-Perrim prize by the Académie des Sciences in 1922. During his career he wrote numerous articles and papers on technical and economic subjects, his last, entitled "Philosophic de la pente d'eau", appearing in the journal Travaux in 1984 when he was ninety years old.Aubert's principal works included the construction of the Pont Edouard-Herriort on the Rhône at Lyon; the design and construction of the Génissiat and Lonzères-Mondragon dams on the Rhône; and the conception and design of the Denouval dam on the Seine near Andresy, completed in 1980. He was awarded the Caméré prize in 1934 by the Académie des Sciences for a new type of movable dam. Overseas governments and the United Nations consulted him on river navigation inter alia in Brazil, on the Mahanadi river in India, on the Konkomé river in Guinea, on the Vistula river in Poland, on the Paraguay river in South America and others.In 1961 he published his revolutionary ideas on the pente d'eau, or "water slope", which was designed to eliminate delays and loss of water in transferring barges from one level to another, without the use of locks. This design consisted of a sloping flume or channel through which a wedge of water, in which the barge was floating, was pushed by a powered unit. A prototype at Mon tech on the Canal Latéral at La Garonne, bypassing five locks, was opened in 1973. 18 Bright, Sir Charles Tilston
SUBJECT AREA: Telecommunications[br]b. 8 June 1832 Wanstead, Essex, Englandd. 3 May 1888 Abbey Wood, London, England[br]English telegraph engineer responsible for laying the first transatlantic cable.[br]At the age of 15 years Bright left the London Merchant Taylors' School to join the two-year-old Electric Telegraph Company. By 1851 he was in charge of the Birmingham telegraph station. After a short time as Assistant Engineer with the newly formed British Telegraph Company, he joined his brother (who was Manager) as Engineer-in-Chief of the English and Irish Magnetic Telegraph Company in Liverpool, for which he laid thousands of miles of underground cable and developed a number of innovations in telegraphy including a resistance box for locating cable faults and a two-tone bell system for signalling. In 1853 he was responsible for the first successful underwater cable between Scotland and Ireland. Three years later, with the American financier Cyrus Field and John Brett, he founded and was Engineer-in-chief of the Atlantic Telegraph Company, which aimed at laying a cable between Ireland and Newfoundland. After several unsuccessful attempts this was finally completed on 5 August 1858, Bright was knighted a month later, but the cable then failed! In 1860 Bright resigned from the Magnetic Telegraph Company to set up an independent consultancy with another engineer, Joseph Latimer Clark, with whom he invented an improved bituminous cable insulation. Two years later he supervised construction of a telegraph cable to India, and in 1865 a further attempt to lay an Atlantic cable using Brunel's new ship, the Great Eastern. This cable broke during laying, but in 1866 a new cable was at last successfully laid and the 1865 cable recovered and repaired. The year 1878 saw extension of the Atlantic cable system to the West Indies and the invention with his brother of a system of neighbourhood fire alarms and even an automatic fire alarm.In 1861 Bright presented a paper to the British Association for the Advancement of Science on the need for electrical standards, leading to the creation of an organization that still exists in the 1990s.
